Afghan Bureau for Reconstruction (ABR) is a non profite, non political and non governmentalindependent organization, established in 1992 to take part in rehabilitation, reconstruction and development of the war torn Afghanistan.The organization’s objectives are to take part in rehabilitation and development of socio-economic infrastructures of the country, and to serve the people through implementing projects and programs in different sectors.ABR has implemented a significant number of projects in almost all the five regions of Afghanistan.ABR has been implementing partner with United Nations High Commission for Refugee (UNHCR), Food and Agricultural Organization (FAO), World Food Programme (WFP), United Nations Children’s Fund (UNICEF), United Nations Development Programme (UNDP), United Nations Office for Project Services (UNOPS), Islamic Relief Agency (ISRA), Relief International (RI), (InterSOS), Japan Social Development Fund (JSDF)/World Bank (WB), Canadian International Development Agency (CIDA), CARE Afghanistan, and different ministries of Afghan Government.The organization is registered with Ministry of Economy of Afghanistan and Afghan NGO’s Coordination Bureau (ANCB) as well as with different donors.
ABR is a non-governmental, non-political and non-profiteer organization.ABR is a professional organization to take part in construction, reconstruction and development of Afghanistan.ABR can work individually or jointly as an umbrella for the projects and programs implementation.ABR can accept orders from individuals, government departments and other organizations. ABR can propose proposals identified by the communities as proper needs, after completion of technical aspects will be submitted to donor agencies for funding. ABR operates to organize various departments, which shall function together to assist the people of Afghanistan by under taking various projects and programs in different sectors to build and develop the country. ABR can survey, plan, design, implement rehabilitation, reconstruction, development, humanitarian, emergency and other projects and programs and in Afghanistan. ABR can coordinate and develop projects and programs by establishing cooperation with organizations having similar objectives, and with donor organizations. ABR can accept grants from any governments, agencies, authorities, public bodies, corporations, companies or individuals in the form of money, movable and immovable properties, donations, gifts, subscriptions, devices, and other assistance with a view of promoting the objectives of the society in receiving any gift of property to take the same either unconditionally or subject to special conditions prescribed in writing by the donors

The Board of Directors of ABR is the highest authority and has the following main authorities and responsibilities:1. Determines mission and purpose, the organization's goals, means, and primary constituents served.2. Selects the chief executive through mutual consensus by undertaking a careful search to find the most qualified individual for the position.3. Supports and evaluates the chief executive to ensure that the chief executive has the moral and professional support he or she needs to further the goals of the organization.4. Ensures effective planning through active participation in an overall planning process and assisting in implementing and monitoring the plan's goals.5. Monitors and strengthens programs and services through determining which programs are consistent with the organization's mission and monitoring their effectiveness.6. Ensures adequate financial resources to fulfill its mission.7. Protects assets and provides proper financial oversight through assisting in developing the annual budget and ensuring that proper financial controls are in place.8. Builds a competent board to articulate prerequisites for candidates, orient new members, and periodically and comprehensively evaluate their own performance.9. Ensures legal and ethical integrity to adhere to legal standards and ethical norms.10. Enhances the organization's public standing thorugh clearly articulating the organization's mission, accomplishments, and goals to the public, and garnering support from the community.
